The new European rules give companies the option to choose how they want to calculate their emissions. Entrepreneurs can use their own data, known as primary data. But they may also choose to use average figures that apply within the sector. These figures are called secondary data.

The EU will create a special database containing these average emission figures. This will allow smaller companies to easily create a CO₂ overview. This is useful, as customers are increasingly asking for emission data. This is because costs related to CO₂ emissions continue to rise.

Simplicity for SMEs and Subcontractors

TLN is positive about the agreement that has been reached. We have long advocated for a European calculation framework that promotes transparency without increasing administrative burdens.

Together with Topsector Logistiek, TLN emphasizes that it is good for companies to use their own primary data wherever possible. At the same time, it remains important that there is a simple option for SMEs and subcontractors. For them, the average data is often the most practical choice.

Next Steps Towards 2028

The next step is for EU Member States and the European Parliament to officially approve the agreement. The introduction of Count Emissions EU is expected from 2028 onward.
